Since its inception, the Academy has organized a number of activities such as symposia, workshops and extension lectures. Some of the more important symposia held by the Academy include:.

  6. Symposium on Natural and Man-made Fibers, held with the collaboration of Pakistan Central Cotton Committee in 1971, which led to a plan for expanding the Cotton Research Unit at Multan.

In addition to the above, the Academy has also held discussions on the planning and development of scientific education and research on the occasion of various five-year plans of the Government of Pakistan. In this connection, a National Symposium on Planning and Development of Science was held at Karachi in 1960 and was inaugurated by the President of Pakistan. It was also addressed by His Royal Highness the Duke of Edinburgh, who was General President of the British Association for the Advancement of Science at that time. The Academy also gave its views on the National Educational Policy proposed in 1969-70.

In August 1965, the Academy organized a National Convention of senior scientists of the country at Swat, in cooperation with Scientific and Technological Research Division (now the Ministry of Science and Technology) and the National Science Council (now the Pakistan Council for Science and Technology). Comprehensive recommendations for the promotion and development of science were made at this convention, which was presided over by the then President of Pakistan, the late Field Marshal M. Ayub Khan.

At the request of various universities in Pakistan, the Academy appointed several committees in 1967-68 for revising and modernizing the honors and post-graduate courses and syllabi in various science subjects. The reports of these committees were circulated to the universities, which welcomed the recommendations made by the eminent experts and revised their syllabi accordingly.

The Academy and the Pakistan Council for Science and Technology initiated the formulation of the issues and problems connected with the preparation of the National Science Policy (1975-76) by organizing panels of experts for preparing recommendations for various sectors of the national economy. This remains one of its ongoing commitments to the cause of Science and Technology. It is maintaining this activity on a continuing basis.

Establishment of the Network of Academies of Science in Countries of the Organization of Islamic Conference (NASIC) with the Pakistan Academy of Sciences as its Secretariat
 

The Network of Academies of Science in Countries of the Organization of Islamic Conference (NASIC) was established during the InterAcademy Panel Meeting of National Science Academies of OIC Member States held in Islamabad in March
2004. The Statutes of NASIC were framed and approved by the participating Academies at this meeting.

The following Academies attended the First General Assembly and agreed to become Founding Members of NASIC.

IAP General Assembly held in Alexandria, Egypt, December 1-6, 2006

The InterAcademy Panel (IAP) held its General Assembly at the Bibliotheca Alexandrina, Alexandria, Egypt, from December 1-6, 2006 when a series of lectures were also delivered by eminent Scientists on selected topics pertaining to the running theme “The Unity of Science”. Representatives of 75 Academies of Science of the world attended the Meeting.

Prof. Dr. M.A. Hafeez, Fellow and Editor-in-Chief, represented the Pakistan Academy of Sciences and the Network of Academies of Science of the Organization of Islamic Conference (NASIC) (of which PAS is the Secretariat). He presented the Progress Report on activities of NASIC during 2004-2006. A Poster on NASIC and PAS was placed on display. The Pakistan Academy of Sciences and other member Academies of IAP accorded approval of the IAP Strategic Plan-1 (SP-1) for 2007-2009. The constitution of IAP was placed before the house for approval. The Statutes were unanimously approved. However, when the Rules of Procedure came up for discussion, Dr. Hafeez observed that the amendment in the Rules as Clause 3.2 should be deleted because it is illogical and without merit and that it amounts to making the electoral process unnecessarily complex/undemocratic, rendering the voting by the General Assembly meaningless. The Chair, however, pointed out that any objection on Clause 3.2 should be communicated in writing to the IAP EC for consideration in future. The Rules of Procedure were approved with the Pakistan Academy of Sciences voting against--an action that was hailed only belatedly by several Academies.

The election of Co-Chairs and Executive Committee of IAP was also held on the last day of the meeting. Prof. Chen Zhu, Vice-President, Chinese Academy of Sciences (incumbent Co-Chair) and Prof. Dr. Howard Alper, Vice-President Research, University of Ottawa, Canada, were elected as Co-Chairs for 2007-2009. Prof. Alper replaced the outgoing Co-Chair, Prof. Y. Quere. The following Academies were elected on the Executive Committee of IAP for 2007-2009:

International Seminar on Intellectual Property Rights and 4th General Assembly of NASIC, Islamabad

The Pakistan Academy of Sciences hosted the 4th General Assembly of the Network of Academies of Science of Organization of Islamic Conference (NASIC) at the premises of the Academy on December 11-13, 2006. At this time, NASIC organized, in collaboration with PAS, an International Seminar on “Intellectual Property and Innovation: Value Creation in the Knowledge Economy” on December 12-13, 2006.

The meeting of the General Assembly and Executive Committee (EC) of NASIC was held on the evening of December 11 to review the progress of NASIC’s activities during the past 3 years (2004-2006), and to define a future program of activities. The following attended the meeting:

The Secretary General placed before EC and GA the Progress report on NASIC’s programs for the last 3 years (2004-2006) highlighting its objectives and achievements. The Executive Committee appreciated the progress made by NASIC and thanked the Secretary General for his efforts.

The Secretary General also identified the following difficulties that hampered the Secretariat in fulfilling a number of the defined objectives of NASIC.

  1. Lack of expected response from the Member Academies to periodic requests on particular tasks.

  2. Non feasibility of some of the outlined programs of NAISC.

  3. NASIC’s request for funds from IDB (USD 100,000) and COMSTECH (USD 50,000) did not receive a favorable response. Prof. Dr. Atta-ur-Rrahman pointed out that any approval of funds by IDB and COMSTECH can be made only against specific projects.

The EC & GA directed that the program of activities already outlined in the past should be continued. Prof. Dr. Atta-ur-Rahman, President, pointed out that another series of recorded Lectures from MIT is available on CDs and these could be sent to various Member Academies in the near future. All academies may be asked to send the list of people who have viewed these lectures in order to confirm utilization of the resources.

The EC & GA made the fallowing decisions:

  1. NASIC should hold a meeting in conjunction with the meeting of COMSTECH’s Ministerial Conference.

  2. NASIC should make the Central Asian States a focal point and hold the meeting of NASIC in one of the Central Asian countries.

  3. NASIC statutes and Byelaws should be consulted on Election of Executive Committee and other matters.

  4. NASIC should prepare a document on difficulties in the area of S&T in Islamic countries for inclusion in the agenda of COMSTECH’s Ministerial Conference.

  5. It was observed that some OIC countries such as Kuwait, Saudi Arabia, UAE, Qatar and Bahrain don’t have Academies of Sciences/Science Societies. Prof. Dr. Atta-ur-Rahman, indicated that he will contact Ministers of S&T in the OIC member states to stress the urgency of establishing Science Academies in the member States.

  6. NASIC shall download the “Model Academy” from the TWAS Website and send it to all the member countries.

  7. Dr. Ousmane Kane pointed out that the researchers and scientists in African countries prefer to work in USA and Europe due to superior facilities available to them there. Prof. Dr. Atta-ur-Rahman suggested that a change in the salary structure of the scientists there would reverse the brain drain and steps ought to be taken to improve the current salary structure.

  8. Prof. Dr. Atta-ur-Rahman said that for implementation of Intellectual Property Rights in OIC countries, the book by Dr. M. B. E. Fayez is a template for implementing laws related to intellectual property.

International Seminar

The International Seminar was inaugurated by Prof. Dr. Atta-ur-Rahman, FRS, President of PAS and NASIC, as Chief Guest. Prof. Dr. Khalid Mahmood Khan welcomed the delegates, participants and the guests. Scientific and Research Initiatives of Fellows

Through a generous research grant from the Higher Education Commission, the Pakistan Academy of Sciences has supported several scientific activities and research projects developed by the Fellows of the Academy during the year 2004. Over the years, the Academy has sponsored visits of a large number of eminent overseas scientists to deliver lectures and participate in seminars/workshops at the Academy. It has also started supporting the participation of its fellows in international conferences abroad.
