The administration, direction and management of the affairs of the Academy are entrusted to a Council composed of the following Office-Bearers and Members:

1. President
2. Two Vice-Presidents
3. Secretary General
4. Treasurer
5. Associate Secretary General
6. Four Secretaries (Karachi, Lahore, Peshawar and Islamabad/Rawalpindi)
7. Four other members from amongst the Fellows of the Academy elected by the General Body
8. One member from amongst the Fellows of the Academy nominated by the Ministry of Education
9. One member from amongst the Fellows of the Academy nominated by the Ministry of Science and Technology
10. Editor, Ex-Officio
11. Immediate past President as a "member" of the Council for one term.

The term of the Office Bearers and other members of the Council is two years, but the retiring Office bearers and other members are eligible for re-election for one more consecutive term only. However, they are eligible for election to the same office after a gap of at least two years.

The quorum for meetings of the Council is fifty per cent of its members, fractions to be ignored.

The procedure for the election of Office Bearers and other members of the Council is laid down in the Bye-Laws.

If the name of one Fellow is proposed for more than one office, he/she is required to choose only one office for which he/she agrees to be a candidate.

Fellows and Foreign Fellows are entitled to the following rights and privileges:

1. To have personal access to the Library of the Academy and to take out books and journals from the library, subject to such Regulations as may be prescribed by the Council.
2. To receive gratis copies of the Proceedings and Transactions of the Academy, and of such other publications as the Council may decide from time to time and to purchase other publications of the Academy at the price decided by the Council.
3. To offer papers and communications to be read at Meetings of the Academy.
4. To serve on any committees and other bodies appointed by the Council and the General Body.
5. To be present, participate in the deliberations and vote at all General Body meetings with the restriction that the Foreign Fellows are not entitled to vote.
6. Fellows are entitled to propose and recommend candidates for Fellowship and Foreign Fellowship of the Academy.

The Fellowship and Foreign Fellowship of the Academy, being a recognition of the merit of eminent and distinguished scientists and a token of honor, involve no regular subscription to be paid by them. The General Body may, however, on the recommendation of the Council, determine an amount to be paid by a newly-elected Fellow on the occasion of his/her induction. The Fellows may be required to give donations to the Academy as and when decided by the Council/General Body.
